Terry Connell, Deputy Director of Public Works for the City of Palmdale at the time, did some pretty innovative things to save money and improve service for his city.

For example, he installed cameras on his sweepers, so that each time the road was swept,a visual inspection could be conducted. Since reviewing the footage provided input into the road's condition, cracks, potholes, and other problems could be noted and work scheduled proactively. Now that's thinking outside the box!
