This document is an on-line version of a national study of street department operations. The study, first released in 1994, asked city managers, public works directors and street/road superintendents to identify the major issues they face and offer innovative ideas to improve operations and cost effectiveness.

The study was conducted through surveys and personal interviews from government officials from across the United States and represents a systematic sampling of operational issues facing small, rural government entities.

CitiTech Systems, Inc., a software developer specializing in integrated public works software, conducted the original survey as part of a major software project. This study, coupled with leading-edge software tools, played an integral role in developing CitiTech Management Software. The original study, and this on-line version, are copyrighted by CitiTech Systems, Inc.
